How to Conduct an Emergency Tabletop Exercise

A tabletop is a low-cost, high-yield test of the plan. It surfaces the assumptions your team is quietly making and gives you a documented list of things to fix - before a real event does.

Tabletop exercises sit in the discussion-based tier of the exercise types described in the FEMA Homeland Security Exercise and Evaluation Program (HSEEP). They do not test physical movement, equipment, or system performance under load - that is what functional and full-scale exercises are for. What they do exceptionally well is expose gaps in plans, decision authority, and communication before those gaps cost anything.

What a tabletop is not

A tabletop is not a substitute for evacuation drills, live notification tests, or full-scale exercises. It is one leg of a complete exercise program, not the whole program.

Purpose, Goals, and Objectives

Every tabletop should have three to five written objectives, each testable in the session itself. "Validate the shelter-in-place notification path for Site 3, including approval, template selection, and acknowledgement tracking" is testable. "Improve preparedness" is not.

Planning the Exercise

Give yourself four to six weeks. Planning matters more than facilitation on the day.

  1. Weeks 6–5: Scope. Pick objectives, participating teams, scenario category, and duration. Confirm executive sponsorship.
  2. Weeks 5–4: Scenario design. Draft the scenario narrative, initial situation, and inject list. Ground the scenario in your hazard assessment.
  3. Weeks 4–2: Materials. Prepare the participant briefing, facilitator guide, evaluator checklist, and any handouts or simulated messages.
  4. Week 2: Dry run. Walk the facilitator and evaluators through the material. Adjust injects that fall flat or resolve too quickly.
  5. Week 1: Confirm. Confirm attendance, room or virtual setup, and any live-system tests. Notify the broader workforce if any real notifications will be sent.
  6. Day 0: Deliver. Run the exercise. Capture findings in real time.
  7. Week +1: Report. Publish the after-action report and assign corrective actions.

Roles in the Room

  • Facilitator. Owns the clock, delivers injects, keeps discussion moving, does not play a response role.
  • Participants. The emergency response team, playing themselves. They describe what they would do, using the actual plan.
  • Observers. Silent during modules. Contribute during the hot-wash. Often executives, partner agencies, or teams preparing for their own exercise.
  • Evaluators. Capture findings against the objectives, using a written checklist. Not the same person as the facilitator.

Injects

Injects are new pieces of information delivered mid-exercise to force decisions. They should be plausible, time-boxed, and mapped to objectives. Typical inject formats include a printed news headline, a simulated inbound call from a fictional agency, a photo of a staged situation, or a simulated inbound notification. Avoid gotcha injects - the goal is learning, not embarrassment.

Sample Facilitator Questions

Use open-ended prompts. If the room agrees too quickly, re-prompt with a specific role.

  • "Who has activation authority right now, and how do you reach them?"
  • "Which template would you send in the next five minutes, and who approves it?"
  • "What is your acknowledgement target, and what do you do when it is not met?"
  • "How would you know that contractors on site are accounted for?"
  • "If the primary notification channel were unavailable, what happens next?"
  • "Who is the single point of contact for fire, EMS, and law enforcement?"
  • "What decision does this new information force you to reconsider?"
  • "Who owns the all-clear, and how will employees know it is real?"

Testing Communication in the Exercise

You have three options: simulate messages entirely on paper, send messages to a private test group inside the notification system, or send a controlled live message to a limited audience with clear "EXERCISE" prefixes. Each option is valid; document the choice in the participant briefing so no one confuses a live inject with a real event.

Evaluation and Documentation

Evaluators score each objective as met, partially met, or not met, and capture the observation behind each score. Findings go into the after-action report along with recommended corrective actions, owners, and due dates. HSEEP calls this the Improvement Plan; the label matters less than the tracking.
